Minutes of a meeting of the above council held on July 12th 2005 in Cherry Tree Communal Room Allington Bridport. The meeting commenced at 7. 30pm

Present. Cllrs PJ Lathey. DC Hitt .K Hitt. T. Gruitt. MA Wrighton. G Stansfield & I.Gay. District Councillor A. J Alford. The Clerk Mrs C Stansfield recorded the minutes. 2 members of the public

The meeting began at 7.30pm with the Chairman explaining that the Clerk was not well so the meeting would hopefully not be too long.

1. Apologies. Mr I Newitt

2. Declarations of Member's Interest. Cllr Stansfield in item 6B[ii] Cllr Gruitt in item 7D Cllr Lathey in item 5

3. Approval of Minutes. The Chairman asked councillors if everyone had both received and read the minutes, If they were a true copy was it their wish he sign and date the minute book as such ALL AGREED. The minute book was duly signed and dated.

4. There were no matters arising under one heading they all had their own heading.

5. Public Participation. Several complaints had been received from members of the public regarding a patient in Langdon Ward at The Bridport Community Hospital. This patient since June 2005 had constantly shouted Help me. Children in the houses backing onto the hospital had searched the adjacent lane looking for someone injured and/or in distress. The situation was such that the adults were concerned that if someone ever became injured and shouted help or help me no one would take any notice. They were also concerned for the effect this constant crying was having on the staff. The council asked a letter go to the hospital. We had received numerous complaints on the condition of the paths and grass of Allington Hill. A meeting to be requested with Valerie Staley as soon as possible. Ms Staley is still saying the boys on the BMX bikes are undermining the hill. This facility the boys have made themselves and they have caused no damage. Cllr Gruitt to have a word with the boys concerned.. Magna to be contacted weeds growing again on paths in Cherry Tree. Contact Clarence light at 2 Simene Close not working. We had been asked why everyone was paying for reclying when we had not the boxes to recycle with.

6. Financial Report.
[a] Account balances Ordinary account £2588.31p . Interest on this account for July was £2.07p. Savings account £811.88p. Would councillors agree to transfer £1,000.00 from ordinary account into savings where the interest is higher. ALL AGREED. We receive out next half of the precept in September.
[b] Cheques for signing ROSPA £69.33p. we can claim back vat of £10.33p. Basket of plants for Mayor plus stamps for clerk £32.14p paid to Mrs C Stansfield as these had already been paid by her.
[c] We have two more councillors as signatories. Cllrs D Hitt and I Gay. Clerk gave them both the information for them to complete and hand back to her so that these could be sent to the Co-op Bank. [d] A BACS transfer for Viking Direct had been paid £50.04p

7. Planning.
[a] 1/W/05/001037 adjoining parish consultation. Erect one dwelling plus garage in Allington Park. Councils comments .Elevation cause for concern also size of the property. Are there preservation orders on the Beech and Oak Trees which are scheduled to come down.
[b] 1/W/05/001198 adjoining parish consultation8 Threadmill Lane Pymore. Demolish pier between door and window and erect lean to kitchen extn.
[c] 1/W/05/001179 12 Threadmill Lane Pymore. Councils comments on both these applications. These are historic buildings please ensure the brickwork matches as closely as possible to the original.
[d] 1/W/001217 12 Laurel Close. Erect Conservatory. No objection. Mr Newett of Morbae Grove told council how his garden has been flooded and the bank eroding during recent storms. The neighbouring plot which the farmer has bought still has not been built on – only footings in place. Council to write to planning. The land drains are coming out and we wish to query access to the site.

8. Magna Housing Association Lease. After many telephone calls the clerk managed to contact a Mr Mark Best in Dorchester who promised to call back he did not do so. Once more several more phone calls until he agreed we could not sign the lease with BenGough as signature of Chief Executive Officer and to carry out until a new lease was made. As other parties are paying for using the communal rooms have they signed a lease with the wrong signature on?

9. Cherry Tree Play Area/ROSPA Report. The slide which Wicksteed erected in November 04 has failed the EN1176 standard. Clerk contacted them and they inspected the site and agreed under the guarantee to sort this out within the next 2/3 weeks. We have the on going problem of safety surface being vandalised and the erosion of soil at the gate entrances. Council to look into new surfaces.

10. Woodland Trust Play Area. Several people to ask about for someone to be play area supervisor. Paul Bowditch to be approached.

11. Flaxhayes Paddock. The Chairman gave out details of his earlier meeting with Tim Crabtree on the affordable housing on this land. Mr Crabtree to come back to us with more information on the September meeting.

12. Clerk's Report. The WayAhead Group were on course and had made great inroads into the finalisation of the parish plan. WE will advertise everything through leaflets door to door.

13. Correspondence. All items were read out by Chairman including the DAPTC courses which no one could attend.
