Minutes of a meeting of Allington Parish Council held on 14th March 2006, in Cherry Tree Communal Hall Bridport. The meeting commenced at 7 30pm.

Present: Cllrs P. J. Lathey [Chairman] M. A. Wrighton [Vice Chairman] I.Gay, T. Gruitt, and D. C. Hitt. District Councillor A. J. Alford. Mr D. McAllister Cherry Tree Play Area Supervisor. Mr P. Bowditch Woodland Trust Supervisor. Two members of the public. Mrs C Stansfield[Clerk] recorded the minutes. The Chairman opened the meeting by welcoming everyone.

1.Apologies received from Cllr Karen Hitt.

2.Declaration of Members Interests. Cllr Lathey declared an interest in item 7.

3.Minutes of last meeting. The Chairman asked councillors if they had both received and read minutes of the previous meeting, if so was it their wish he both sign and date the minutes book as a true record. ALL AGREED. The minute book was duly signed and dated.

4.MATTERS ARISING. It has proved difficult to get hold of Tim Crabtree regarding the low cost housing under the local plan. Councillor Alford was asked if he had heard anything in respect of the Land Trust. The local Plan has to be approved by July 13th 2006, otherwise it would have to be applied for again. This is under the E.U. ruling. The Chairman informed councillors that the boundary will change and the affordable housing will be in Bridport area and not as it is at present in Allington. 10 units would be self-build and with the Land Trust this is possible.

5.Co-option of Councillor. No one had come forward for this position. This was decided by councillors to leave the decision until the April meeting, the clerk said she was willing to stand as councillor; a position she held before becoming clerk.

6.PUBLIC PARTICIPATION. It was reported that the road sign at the end of Hospital Lane was hanging off due to vandalism. Clerk to report to Clarence. This unfortunately takes awhile as the telephone sometimes is not answered. Pot Holes outside of Hannah Court [this is in Bridport Town area] Glass again over the road outside of the new garage. Police have been informed 4 children have been the cause of endless problems in this area. Cars are getting damaged. Palmers to be contacted via their agent Mr Jones. Council felt it was in their own interests to ensure this property is safe. Again the nuisance of the seagulls was brought to the meeting. Hopefully the re-cycling should help with this problem. A query for a plastic bottle-recycling bank to be situated in the Allington Gardens area. Again garden waste is being dumped on the hill.

7.Appointment of Internal Auditor. At 7.40pm Councillor Lathey left the room and took no part in any discussion. The clerk read out the qualifications of Matthew Lathey. After listening to the role of the Internal Auditor and what was required. Cllr Marion Wrighton proposed that we accept Matthew Lathey as our Internal Auditor Councillor Gay seconded this proposal. ALL COUNCILLORS AGREED. It was duly recorded that Matthew Lathey of 5 Allington Mead Bridport be the Councils Internal Auditor, Cllr Lathey was then asked to return to the meeting.

8.FINANCE. The balance on the ordinary account was £ 2319.88p this included £500 of parish plan grant money. Interest on this account amounted to £1.08p Balance on savings account amounted to £2016.77p the next payment was the precept due at the end of April 2006.

9.PLANNING APPLICATIONS. 1/W/06/000259 - The Hermitage Atrim Bridge Dottery. The application was to erect replacement porch, first floor extension, single storey extension, detached workshop and detached garage and construct new vehicular access. The Chairman explained to councillors that this application was just within our parish. The present building is dilapidated however; upon carefully looking at the various plans relating to the application discussion took place. The comments of this council were whilst present access is through a rickety gate close to the house access needs to be moved. The access is approx 100 metres from Broadoak nearer the bend concerns not only of access but the extra traffic going onto the site. The design statement was read out in full to councillors. Councillors felt that it was overdeveloped, had poor visibility, Highways Agency needed to be involved. There were, grave reservations with the application in its present form. It is in A.N.O.B. With the outbuildings the extension would cause overdevelopment. The main concern was traffic and access. This will bring it onto the fast traffic part of the road. There is a long history of several road traffic accidents which occurred there, latest only a short while ago and councillors where concerned these would be increased if this application goes ahead in the present form. It is in a flood plain. Date of last flood 1979. Council requested refusal of this application.

10.PARISH PACK. Councillor Marion Wrighton had seen in The Book Shop a brochure called the parish pack relating to Allington. Cost almost £10 [council to re-reimburse] The Chairman had read the pack and contacted the makers of it who received government funding to produce it This bears no resemblance to Allington today and the photographs in the pack are of current buildings. Chairman and Councillors expressed concerns as we are in the process of almost completing our parish plan and the electorate may confuse the two. The Council was never asked for any in put on this plan.

11.CLERKS REPORT. Lots of rubbish in the play areas and both supervisors have reported an increase in this problem. The badgers were still causing problems in Cherry Tree play area. The date for the new clerks first interview was 21st March when all councillors would be present - this was to be informal. After this meeting the main interview would be held on April 10th. April meeting on April 11th would be the present clerks last meeting.

12.CORRESPONDENCE All leaflets and information were read out to the council

13.WOODLAND TRUST PLAY AREA. The goal mouths were getting worn Paul Bowdditch to monitor the situation. Clive Richards to look at the grass when he cuts the grass next time. The nets were going up into the posts at weekend. A resident had placed thank you leaflets all on the posts leading to the hill thanking Keith and Paul for laying down the wood chippings which has made the paths easier to walk on.

14.CHERRY TREE lots of problems with litter and badgers. Other than that all ok
Date of next meeting April 11th at 7 30 pm The Chairman explained to councillors and those present that this meeting was kept short as Councillor Stansfield [retired] was now critically ill and the clerk had to leave early to go to the hospital.
