1. APOLOGIES
CLLR. T. GRUITT, CLLR. K. HITT AND PAUL BOWDITCH - WOODLAND TRUST PLAY AREA SUPERVISOR
2. ELECTION OF OFFICERS
a) CHAIRMAN - As there had been no applications received for Chairman, Mr. Lathey
was asked to be re-elected for another term of office. Cllr. D. Hitt proposed Cllr. Lathey be re-elected as Chairman, Cllr. Wrighton seconded the proposal. ALL AGREED. Cllr. Lathey read out the Declaration of Office notice and duly signed.
b) VICE CHAIRMAN - As no-one had come forward to be Vice Chairman for the following year, Cllr. Lathey asked Mrs Wrighton if she would be prepared to carry on for another year. Mrs Wrighton replied she would. Cllr. Gay proposed Mrs Wrighton is elected Vice Chairman. Cllr. D. Hill seconded. Cllr. Wrighton read out the Declaration of Office notice and duly signed.
c) D.A.P.T.C. REPRESENTATIVE - As there were no offers to take on this role, Cllr. Lathey offered to take it on for another term. ALL AGREED.
3. TO INTRODUCE NEW CLERK
Chairman introduced and welcomed the new clerk, Miss Amy Hull.
4. TO RECEIVE DECLARATIONS OF MEMBERS INTERESTS
Cllr. Lathey and Cllr. Wrighton in item 8b.
5. MINUTES OF PREVIOUS MEETING
The Chairman asked if everyone had both received and read the minutes of last years annual meeting, if so, were they a true record. ALL AGREED. The minutes were duly signed and dated.
6. MATTERS ARISING
Archives department are still not forthcoming with information.
Parish Plan almost ready for distribution, currently with Creeds for printing. Creeds will duly print 400 copies for £385. These will have a glossy front page. This will leave £100 for mailing costs which means outlying farms and areas can be mailed.
Mr Georgiou is now residing abroad and Mr McAllister has taken over the role of Cherry Tree Play Area Supervisor.
7. PUBLIC PARTICIPATION
a) Some children were having to be collected by their parents from the Woodland Trust Play Area due to the traffic and therefore it was queried if there were to be any signs indicating that there is a play area ahead. The Chairman responded that there aleady are signs in place.
b) It was queried whether it would be possible to have a pedestrian crossing at the end of Hospital Lane. The Chairman explained that it was not possible as on a bend, also there had not been enough fatalities. Other technicalities were mentioned. Chairman suggested Council could request the use of a speed gun to check average speed which would then be proof to Dorset County Council that the 30mph speed limit is not adhered to. Clerk to contact DCC. Cllr. Gay mentioned that Weller Scaffolding lorries/vans were still seen speeding along that road.
c) It was brought to the attention of the Council that there is a potential danger with the way the cars and vans park along Hospital Lane, especially near the junction of Meadfields. It was suggested, and agreed, that Clerk should approach DCC to request yellow lines be painted near junction to stop people parking nearby. Clerk to also write letter to Cara Southgate, Matron of Bridport Hospital, regarding the number of staff and delivery drivers who drive rather quickly up and down Hospital Lane.
d) Dogs are still going into the Woodland Trust Play Area. Supervisor for play area will monitor situation and report further to council.
8. FINANCE REPORT
The account balance was read out to Councillors and as usual all books were on the table for any member of the public to read.
a) The first half of the precept has been received, the balance of ordinary account now stands at £9,056.47. The savings at £2,016.77. C Stansfield asked the council if it was their wish to transfer any of the precept over to the savings account where the interest is greater. The Chairman suggested that we transfer £1,000 now and £1,000 in September. ALL AGREED.
b) The following S137 payments were authorised by the council: Axe Valley Ring and Ride £250. Bridport House Club £250. Air Ambulance £250. Marie Curie Cancer Care £250. S142 payment to Citizens Advice Bureau £250. The Chairman said he would like representatives of these bodies to come and collect the cheques and for John Gurd (photographer) to take photos.
c) Insurance Premium had arrived but was incorrect as some items were missed off. This had been rectified and the new quote is £636.15. The Chairman proposed that this was paid by BACS as soon as it arrived.
9. PLANNING APPLICATIONS
Ref: TP/06/00002 - Reduction in size of Irish Yews and Removal of Sycamore Trees, 32 West Mead, Allington. Consent given for Irish Yews but refused for Sycamore trees.
Ref: TP/06/00128 - Reduction in size by 20% in height to Holly Tree, West Mead Lodge, West Allington - No objections from council.
10. CHAIRMAN'S REPORT
Cllr.Lathey had written a short report. It had been another busy year but we have acheived everything we set out to do. Of the few things that there are left to do, most have already been mentioned. There are rumours about the possibility of more buildings on the opposite side of the river at Pymore. This needs to be investigated further.
Delegated Powers used but not advertised - C Stansfield to follow up.
Parish Plan now completed and at printers.
This will be C Stansfield's last official night as Clerk as A Hull will then be taking over. Chairman thanked C Stansfield for all her valued work over the years.
Affordable Housing, Flaxhayes Paddock - Charitable status is now on track. Now have a hard copy of the Local Plan. The proposal is for 52-55 units which will be targetted at local, young people and key workers needing a first step on the property ladder. A typical 3 bedroomed house will retail at £85,000.
11. CHERRY TREE PLAY AREA REPORT
Mr McAllister reported that a few cardboard boxes had been ripped up and left in the play area. A couple of children had been ripping up the mats under the swings. He has spoken to them and explained that they are there for their own safety. Smashed tables and chairs belonging to a man renting a garage nearby have been found in the play area. Chairman arranged to collect them and take them to the central refuse collection point.
12. WOODLAND TRUST PLAY AREA
Although Paul Bowditch was not at meeting he had spoken to C Standsfield to say that Woodland Trust Play Area was still being used.
13. CORRESONDENCE
Information receied on Clerks Seminar on 13 June 2006.
DCC - Seminar on Highway Maintenance on 20 July 2006 - no-one from council able to attend.
