Minutes of a meeting of Allington Parish Council held at Cherry Tree Communal Room, Bridport on 13 June 2006. The meeting commenced at 7.15pm.

PRESENT: Cllrs P. Lathey, I. Gay, D. Hitt, K. Hitt, M.A. Wrighton. Mr. D. McAllister - Cherry Tree Play Area Supervisor. Mr P. Bowditch - Woodland Trust Play Area Supervisor, 5 members of the public. Miss A Hull recorded the minutes.

1. APOLOGIES: There were no apologies.

2. PARISH PLAN: Cllr. Lathey has now received the Parish Plans and expressed his gratitude to all involved in it as it was a major achievement These will be delivered to every householder within Allington parish. Members of the public will be able to express any comments in time for the September meeting when the Parish Plan will be discussed.

3. TO RECEIVE DECLARATIONS OF MEMBERS INTERESTS: Cllr. Lathey in item 4.

4. SIGNING OF S137 AND S142 CHEQUES FOR PRESENTATION: All cheques were duly signed and presented to various associations who benefit members of the parish.

5. MINUTES OF PREVIOUS MEETING: The Chairman asked if everyone had both received and read the minutes of the last meeting, if so, were they a true record. ALL AGREED. The minutes were duly signed and dated.

6. MATTERS ARISING: We have received a reply letter from Bridport Hospital informing us that all staff and delivery drivers were being made aware of the need to slow down on their approach to the hospital due to the nearby children's play area. Also received is a reply letter from Highways confiming they will put down speed recording devices (which are already in place) in Hospital Lane and North Allington. Our request for double yellow lines on either side of the entrance to Meadfields has been noted and will be looked into.

7. PUBLIC PARTICIPATION:
a) It was reported that a tree has come down in Mead Lane. It was agreed that Cllr. Gruitt would chop it up and remove it.
b) There is a blocked drain opposite the bus shelter in Hospital Lane. Clerk to contact Highways.
c) A Magna tenant at Hibernia Close is throwing glass bottles into the road outside his house which could be extermely dangerous. Clerk to inform Magna.
d) It was pointed out that there was a need for a refuse bin at the corner of Allington Gardens. Clerk to contact WDDC.
e) A quantity of needles were found on Allington Hill. If anyone finds any more please inform Cllr. Lathey who will dispose of them in his sharps bin. If Cllr. Lathey is not available then please inform the police.

8. FINANCE REPORT: The account balance was read out to Councillors and as usual all books were on the table for any member of the public to read.
a) The balance of the ordinary account now stands at £8,270.15. The savings at £2,024.00. Money has been paid out to Magna for rent of community room at £48, Viking Direct (for Laminator and pouches) at £103.59, also all cheques signed tonight will come out of the money left in the account.
b) The following cheques were authorised by the council: Petty Cash £50, SLCC Course for Clerk £170, Creeds the Printers (for Parish Plan) £390, ROSPA (playground inspections) £141, Clerk's wages (for past 2 months) £376.
c) The Internal Audit which was recently compiled by the previous Clerk and the previous Internal Auditor, was circulated to all. The new Internal Auditor will be Matthew Lathey.
d) The External Audit which has been completed by the Clerk was approved and signed by the Chairman.

9. PLANNING APPLICATIONS:
Ref: TP/06/00164 - West Mead Lodge - Reduction and removal of trees. No objections.
Ref: 1/W/06/000890 - 54 Cherry Tree - Erect conservatory. No objections.
Ref: 1/W/06/001002 - 26 Cherry Tree - Erect conservatory. No objections
Ref: TP/06/00128 - West Mead Lodge - Reduction and removal of trees. This has been awarded permission.
Ref: 1/W/06/00259 - Hermitage Atrim Bridge, Dottery - This has been awarded permission with conditions.

10. CHERRY TREE PLAY AREA REPORT: Mr McAllister reported that there have been no problems since the last meeting. ROSPA inspection report showed up a few minor points which Mr McAllister will deal with.

11. WOODLAND TRUST PLAY AREA: Mr Bowditch reported that he has mended the spring on the gate but has had no other problems since the last meeting. ROSPA inspection report concluded that the Woodland Trust Play Area has no problems to deal with.

12. WDDC - STATEMENT OF COMMUNITY INVOLVEMENT: This has been received and was available for anyone to read.

13. WDDC - TREE PROTOCOL: The way in which WDDC deal with tree work applications has changed and this document detailed the new process. It was agreed by all that any tree work applications that came in would be dealt with as and when they arrived.

14. CORRESPONDENCE: Various items of general correspondence were read out and available to view.

15. CLERK'S REPORT: New Clerk reported that she was now settling into the job and felt she was finally getting her head around everything.

16. DATE OF NEXT MEETING AND CALENDAR DATES FOR FOLLOWING YEAR:
The date of the next meeting will be 11 July 2006.
