Minutes of a meeting of Allington Parish Council held at Cherry Tree Communal Room, Bridport on 13 February 2007 . The meeting commenced at 7.30pm.

PRESENT:
P. Lathey (Chairman), M.A. Wrighton (Vice-Chairman), D. Hitt, K. Hitt, I. Gay, T. Gruitt, Paul Bowditch (Woodland Trust Play Area Supervisor), Don McAlister (Cherry Tree Play Area Supervisor), District Councillor Alford, 2 members of the public. Miss A Hull recorded the minutes.

1. APOLOGIES:
None, all present.

2. TO RECEIVE DECLARATIONS OF MEMBERS INTERESTS:
There were none to declare.

3. MINUTES OF PREVIOUS MEETING:
The Chairman asked if everyone had both received and read the minutes of the last meeting, if so, were they a true record. ALL AGREED. The minutes were duly signed and dated.

4. MATTERS ARISING FROM THOSE MINUTES:
With regards the overhanging trees/hedge on to the BT phone line opposite 200 Hillview, North Allington (as per December 2006 meeting), Dorset County Council and West Dorset District Council have informed us that there is nothing they can do. They have reported the matter to BT as well as writing to the land owner.

At the December 2006 meeting the Clerk was asked to write to Tree Planning Officer at West Dorset District Council with regards the amount of applications received from residents of West Mead. A reply email has now been received saying that they do/and will continue to only grant works that they feel are necessary.

5. PUBLIC PARTICIPATION:
a) The outlet pipe for the drain in Hospital Lane is blocked again. Clerk to inform Highways.

b) There is still lots of reported dog muck in the Cherry Tree area. Clerk to inform Dog Warden and ask her to visit area.

c) There are fallen trees in Mead Lane (towards Symondsbury). Clerk to inform Andrew Dyke (who deals with the Colfox Estate, which is the land these trees are on).

6. FINANCE REPORT: The account balance was read out to Councillors and as usual all books were on the table for any member of the public to read.
a) The balance of the ordinary account now stands at £7,821.64. The savings at £4,030.39. No money has come out of the account since the last meeting other than cheques signed on that night. All cheques signed tonight will come out of the money left in the account.
b) The following cheques were authorised by the council: Clerk's wages (for past month) £188, St Saviours Church (S215) £315, CN Richards for grass cutting £311.38, Logomotion (Website) £200.

7. PLANNING APPLICATIONS:
Ref: 1/W/07/000057 - Mill Cottage, Pymore (Erect single storey extension, erect rear projection to accommodate new staircases, enlarge existing balcony with new handrails in metalwork to east elevation) This was discussed at length. Allington Parish Council decided to recommend refusal on the grounds of: Detrimental affect to character of listed building and area as well as having a detrimental affect on the neighbouring residents/properties. Building in an Area of Outstanding Natural Beauty is meant to enhance or preserve the character features - this does neither. Also the Parish Council were extremely concerned that the windows have already been replaced with UPVC which the owners did not have permission to do.

Ref: TP/06/00332 - 15 West Mead - This has been granted.

Ref: TP/06/00335 - 32 West Mead - Although most of this application was approved, there was refusal for the raising of the crowns of 3 sycamore trees to 7 metres.

Ref: TP/07/00050 - Bridport Community Hospital - Remove deadwood on one hornbeam and one ash located next to staff car park This was not on the agenda as it arrived the day before the meeting. Although the Parish Council agreed to this, it was suggested that the Tree Officer be asked to monitor this as it will be an ongoing problem.

8. GRASS CUTTING CONTRACT:
The grass cutting contract is up for renewal (as it is every 3 years). Allington Parish Council have to by law put it out to tender. Clerk to arrange an advertisement in the local newspaper. The current grass cutter will be asked to put his tender in writing although he has agreed to continue at the same rate.

9. ARRANGE FUTURE MEETING DATES FOR 2007:
It was agreed that the meetings would be the second Tuesday of every month as normal, other than August where there would be no meeting.

10. CHERRY TREE PLAY AREA REPORT:
Mr McAlister informed all that there was nothing to report other than the odd few weeds which he himself will deal with.

11. WOODLAND TRUST PLAY AREA:
Mr Bowditch reported that it is generally fine. The paths are quite muddy so Mr Bowditch will be putting some some bark chippings.

12. CORRESPONDENCE
Parish Council Election - Thursday 3rd May 2007. Every Councillor will need to re-apply if they so wish. More information will be available soon. New Code of Conduct for Councillors. Clerk to photocopy and distribute to all.

On Thursday 15th February 2007, Cllr. Lathey will be meeting with the Chairman of West Dorset District Council as well as other members to discuss the pushing forward of the affordable housing project on Flaxhayes Paddock.

The date of the next meeting will be 13th March 2007
