PRESENT:
P. Lathey (Chairman), M.A. Wrighton (Vice-Chairman), D. Hitt, I. Gay, Paul Bowditch (Woodland Trust Play Area Supervisor), Don McAlister (Cherry Tree Play Area Supervisor), 3 members of the public. Miss A Hull recorded the minutes.
1. APOLOGIES:

2. TO RECEIVE DECLARATIONS OF MEMBERS INTERESTS:
There were none to declare.
3. MINUTES OF PREVIOUS MEETING:
The Chairman asked if everyone had both received and read the minutes of the last meeting, if so, were they a true record. The one mistake was the end time of the meeting which was actually 8.38pm and not 7.38pm as stated. ALL AGREED. The minutes were duly signed and dated once the finish time was altered.
4. MATTERS ARISING FROM THOSE MINUTES:
We have received a reply letter from Highways regarding the blocked drain in Hospital Lane. Cllr. Lathey noticed that they have in fact cleared the drain but they have done the wrong one! Clerk to notify Highways.
5. PUBLIC PARTICIPATION:
a) Young lads on motorcycles have been spotted again driving dangerously around Cherry Tree. Clerk to inform Community Officer at Bridport Police Station.
b) The mobile home is back but this time is parking on Magna property in front of the garages. Clerk to inform Magna.
c) Still lots of dog muck in and around Cherry Tree. Clerk to chase Dog Warden as already written once. Also there is a dog barking excessively at all hours. Clerk to inform Dog Warden of this also.
d) Gates to field keep being left open. Clerk to inform Woodland Trust and suggest they put a spring on the gate so it self closes.
e) Bus shelter was vandalised a few days ago. Cllr. Lathey has repaired this. It was suggested that it could do with being lined inside with marine ply to stop it being kicked in. It also will need a coat of paint. Cllr. Lathey will do this during the summer.
6. FINANCE REPORT:
The account balance was read out to Councillors and as usual all books were on the table for any member of the public to read.
a) The balance of the ordinary account now stands at £7,934.97. The savings at £4,030.39. Money paid into the account since the last meeting is £5.66 Interest into the ordinary account. Money out of the ordinary account since the last meeting is: £20.10 (Viking Direct Stationery), £108.06 (Viking Direct new filing cabinet), £72.85 (Newsquest for tender article in Bridport News) - all of these were agreed by Chairman but retrospective agreement was now sought. The Proposer was Cllr. D Hitt and the Seconder was Cllr. Wrighton. Also cheques signed at previous meeting have also come out of account. Any cheques signed tonight will also come out of ordinary account.
b) The following cheques were authorised by the council: Clerk's wages (for past month) £188.
7. PLANNING APPLICATIONS:
Ref: 1/W/07/000186 - Grove Works, West Road - Change of use from industrial to storage/workshop/retail/office.
This one required an answer before the meeting therefore views were sought from Cllr. Lathey, Cllr. Wrighton and Cllr. Gay. Consensus was no objection as such but concerned about proposed access as will be increased traffic/pedestrians and this road is a known accident blackspot. All agreed.
8. GRASS CUTTING CONTRACT:
The grass cutting contract is up for renewal (as it is every 3 years). Allington Parish Council have to by law put it out to tender. A tender article was published in the local paper (Bridport News). Only one tender quote was received and this was from C N Richards. This was an extremely reasonable price and therefore all agreed that his contract should be renewed. Cllr. Lathey proposed and Cllr. Gay seconded. Clerk to inform C N Richards
9. CHERRY TREE PLAY AREA REPORT:
Mr McAlister informed all that it is being used more now due to better weather. However he had noticed that the bars on the swing needed rubbing down and re-painting. Cllr. Gay and Mr McAlister volunteered to undertake this. Any incurred costs e.g. paint would be paid by the Parish Council.
10. WOODLAND TRUST PLAY AREA:
Mr Bowditch was not present but had reported that all was fine. However Mr McAlister mentioned that his sons seemed scared to go to this play area and he would endeavour to find out why.
11. CORRESPONDENCE:
We have received a letter from Highways finally informing us of the results of the traffic survey using a speed indicator device in North Allington and Hospital Lane some months ago. Unfortunatley the results were not complete as one of the devices had been vandalised. It did suggest that motorists were indeed speeding but said it was not enough o do anything about although a copy of the letter had been sent to Dorset Police.
Other items of correspondence were new Dog Control Order from West Dorset District Council, and various magazines. 12. DATE OF NEXT MEETING:
The date of the next meeting will be 10th April 2007 - this will start at 7.00pm for the Annual Parish Meeting, which will then be followed at 7.30pm for the ordinary Parish Meeting. In attendance at the Parish Council Meeting will be an officer from West Dorset District Council who will be talking about the affordable housing project at Flaxhayes.
