Minutes of the meeting of Allington Parish Council held at Cherry Tree Communal Room, Bridport on the 9th October 2007. The meeting commenced at 7.00pm.

PRESENT:
Cllr. P. Lathey, Cllr. M.A. Wrighton, Cllr. D. Hitt, Cllr. C Stansfield, Cllr. I. Gay, Cllr. P. Bowditch (Woodland Trust Play Area Supervisor), 6 members of the public. Miss A Hull recorded the minutes.

1. APOLOGIES
Cllr. K. Hitt, District Councillor A Alford.

2. TO RECEIVE DECLARATIONS OF MEMBERS INTERESTS
There were none to declare.

3. MINUTES OF PREVIOUS MEETING
The Chairman asked if everyone had both received and read the minutes of the last meeting, if so, were they a true record. ALL AGREED. The minutes were duly signed and dated.

4. MATTERS ARISING FROM THOSE MINUTES
We have received a reply letter from Bridport Hospital regarding the overgrown brambles in Cherry Lane. They have instructed their Works Department to attend at the earliest opportunity. Clerk has contacted the owner of 5 Longhayes regarding the overgrown conifer trees. However, it is not No. 5 that owns them all. They own the ones in front of their house which they do maintain. It came to the Clerk's attention that it was possibly the owner of No. 4 Longhayes, that owns the rest of the trees. Clerk has written to them and is awaiting a response.

5. PUBLIC PARTICIPATION
Cllr Lathey explained to members of the public present exactly what Public Particiaption was for. Cllr. Lathey also advised everyone that we would be changing the sequence of the agenda items so that the Magna representative and members of the public who had attending the meeting with regards to the Magna item would be able to leave if they wished rather than stay for the entire meeting. No public participation issues were raised at this point.

6. FINANCE REPORT
The account balance was read out to Councillors and as usual all books were on the table for any member of the public to read. a) The balance of the ordinary account now stands at £5,563.68. The savings at £7,048.81. Money paid in is £9.50 in Interest on Current Account. Also £834.05 reimbursement for Connecting Dorset project. Any cheques signed tonight will also come out of account.
b) The following cheques were authorised by the council: Clerk's wages (for past month) £188, Magna for room hire £48, R Akhust of 60 Meadfields for half of his allotment fee £6.50, BDO Stoy Haward for External Audit £
c) The External Audit had been received and was presented to the Council. Everything was found to be in order with the External Audit.

7. PLANNING APPLICATIONS
1/D/07/001274 - Part of Car Park, Bridport Foundry - This has been REFUSED.

8. MAGNA'S PROPOSALS REGARDING GARAGES
Stuart Martindale from Magna was present to discuss this issue. He informed all present that his Development Manager had contacted him today to inform him that Magna's proposals regarding the Cherry Tree garages was on hold for the present time and more likely for the long term. Cllr. Lathey expanded on this by saying that Magna was looking at bigger sites. Also to do development the Cherry Tree site would require grant funding which was unlikely at this time. Cllr. Lathey had made his reservations and concerns known to Magna before this meeting and he would continue to voice his concerns, as would the Parish Council, should this raise itself again. A member of the public informed all that people have been dumping rubbish behind the garages in question since these proposals have ben known. Stuart Martindale took this on board. Cllr. Lathey suggested it would be a nice gesture to to upkeep the garages by way of painting them, putting on new locks, signs to stop children climbing in the roofs etc. Stuart Martindale said he would keep us informed of what Magna had and hadn't been able to achieve. It was also suggested that Cllr. Lathey meet with Stuart Martindale for a tour around Cherry Tree to point out the problem areas. Stuart Martindale agreed that this would happen. Stuart Martindale was also asked to look into the empty house situation at 57 Cherry Tree as although West Dorset District Council are trying to their best to achieve a compulsory purchase order, any extra input from Magna would be gratefully received. It was also brought to Mr. Martin's attention about a known person who is allowing their dog to foul in the childrens play area as well as around Cherry Tree itself. Mr Martin will write to the person concerned and Clerk will inform Dog Warden.

9. CHERRY TREE PLAY AREA REPORT
Mr McAlister was not present at the meeting. However, Clerk had heard from the owner of 5 Longhayes Avenue who owns some trees which back onto the play area. Despite him cutting them back, children are climbing the fence and then attaching a rope to his trees and playing on it. He is very worried for their safety. Parents need to be made aware and should be responsible for their childrens actions. Clerk will write a piece in the next Newsletter on this subject.

10. WOODLAND TRUST PLAY AREA
Mr Bowditch said all was fine. He has noticed that the wide track on the hill needs attention as water is unable to run along it properly and it is creating gulleys. Clerk to inform Woodland Trust

11. CORRESPONDENCE
Various which were all available to read. These did include letters from every organisation Allington Parish Council donated money to, to thank us.

The date of the next meeting will be 13 November 2007.
