Minutes of the meeting of Allington Parish Council held at Cherry Tree Communal Room, Bridport on 10 June 2008

PRESENT: Cllr. P. Lathey, Cllr. M. Wrighton, Cllr. D. Hitt, Cllr. I. Gay, Cllr. P. Bowditch (Woodland Trust Play Area Supervisor), District Councillor A Alford, 4 members of the public, also represntatives from Citizens Advice Bureau, Bridport House Club and Life Education Dorset. Miss A Hull recorded the minutes

1. APOLOGIES
Cllr. K. Hitt, Cllr. C. Stansfield
It was decided to change the order of the meeting so that those receiving donation cheques could then leave if they wished or needed to. Please note change of order in numbers.

2. TO RECEIVE DECLARATIONS OF MEMBERS INTERESTS
None were expressed at this point but Cllr. P. Lathey declared an interest later on in the meeting with regards to item 7c Internal Audit as his son is our Auditor.

3. MINUTES OF PREVIOUS MEETING
The Chairman asked if everyone had both received and read the minutes of the last meeting, if so, were they a true record. Only one mistake was noted and that was that it had been recorded that two Cllr. D. Hitt's had been present at the meeting when in fact there is only one Cllr. D. Hitt. ALL AGREED that other than this there minutes were a true record.. The minutes were duly signed and dated.

4. MATTERS ARISING FROM THOSE MINUTES
The ongoing problem of the trees at Longhayes Avenue was discussed. Clerk had looked into the legalities of things and legally we are not allowed to help financially with the cost of cutting these trees back. As Mr & Mrs Tett were not being very helpful in this matter the Clerk had already written to them about taking legal action under the High Hedge Legislation. Cllr. P. Lathey had also spoken to Magna regarding the fact that these trees were a big nuisance to Magna residents. Stuart Martindale from Magna had suggested that his legal team would be able to come onboard and help us. Clerk to contact Stuart Martindale to see if this was possible.

Andrew Dyke from Symondsbury Estates had confirmed that the statutory footpaths around Allington were now open. However, they have had to close off some routes that people were using as footpaths when in fact they werent technically footpaths anyway - bikers in particular had been causing a nuisance. The subject of play equipment will be riased at the next meeting as the Clerk was still awaiting some catalogues in the post.

5. TO PRESENT DONATION CHEQUES
Cheques were presented by the Chairman to Citizens Advice Bureau (£750), Life Education Dorset (£250) and Bridport House Club (£350).

6. PUBLIC PARTICIPATION
There have been a number of complaints received regarding a few boys causing a nuisance around Cherry Tree. Clerk to inform Magna. Cllr. P. Bowditch asked about remote control cars causing a potential hazard on roads. Chairman advised that this should be reported to Magna if it happens.

On Thursday 12th June thre will be the next stage of the consultation process at Flaxhayes - all welcome to attend.

7. FINANCE REPORT
The account balance was read out to Councillors and as usual all books were on the table for any member of the public to read. a) The balance of the ordinary account now stands at £6,873.00. The savings at £15,202.82. Money paid in is £6.50 in Interest on Current Account.
b) The following cheques was authorised by the council: Clerk's wages (for past month) £202
c) The Internal Audit was presented to all. Cllr. I. Gay proposed to accept it and Cllr. P. Bowditch seconded this proposal.
d) The External Audit was presented and agreed by all. This was duly signed.

7. PLANNING APPLICATIONS
There were no actual Planning Applications but the council had received a consultation request prior to planning being sought. This was from Vodafone. They are hoping to build a new phone mast at the top of the old Hospital field to infill the 3G network in the Bridport area. Views were sought from the council. It was felt that this proposal was sited in the wrong place. It would ideally be more suited further into the tree line and hidden amongst the trees otherwise it will be very unsightly and too close to the houses. This would be detrimental to the local area. Clerk to inform them.

8. CHERRY TREE PLAY AREA REPORT
Mr McAllister was not present at the meeting. Cllr. P. Lathey said he had visited the play area recently and all appeared to be fine.

9. WOODLAND TRUST PLAY AREA
Cllr. P. Bowditch said the play area itself was fine although there were some footpaths on the hill that required attention. Clerk to speak to Woodland Trust and also West Dorset District Council Highways.

10. CORRESPONDENCE
Various which were all available to read.

The date of the next meeting is Tuesday 8 July at 7.30pm
