Minutes of the meeting of Allington Parish Council held at Cherry Tree Communal Room, Bridport on 9 September 2008

PRESENT: Cllr. P. Lathey, Cllr. M. Wrighton, Cllr. D. Hitt, Cllr. K. Hitt, Cllr. I. Gay, Cllr. P. Bowditch (Woodland Trust Play Area Supervisor), Disctrict Councillor A. Alford, 5 members of the public. Miss A Hull recorded the minutes

1. APOLOGIES
Don McAllister (Cherry Tree Play Area Supervisor) who had sent his wife to make comments on his behalf.

2. TO RECEIVE DECLARATIONS OF MEMBERS INTERESTS
Cllr.P. Lathey in item 7 regarding the planning for the Old Hospital Field, Park Road as he has been to separate meetings about it.

3. MINUTES OF PREVIOUS MEETING
The Chairman asked if everyone had both received and read the minutes of the last meeting, if so, were they a true record. ALL AGREED that the minutes were a true record. The minutes were duly signed and dated.

4. MATTERS ARISING FROM THOSE MINUTES
The ongoing problem of the trees at Longhayes Avenue was discussed. Stuart Martindale from Magna had been to visit but had visited the wrong site! He would be visiting the correct site on Wednesday 10th and had been sent photographic evidence by the Clerk to see how bad the situation was. Clerk informed Andrew Dyke form Symondsbury Estates that footpath up to Mead Lane was overgrown. He has said he will look into it. 57 Cherry Tree (empty house) - West Dorset District Council have nothing further to report. It was due to be discussed at their team meeting in August. Clerk has emailed for an update. Windows seem to be being opened and curtains removed from this house so it appears that something may be happening with it. Clerk has emailed Woodland Trust regarding washed out footpaths. Woodland Trust have said they will look into. Bridport Town Council have passed the Clerks comments regarding town centre traffic lights etc on to their surveyor. The surveyor is conducting a review of the town centre traffic in conjunction with Dorset County Council.

5. PUBLIC PARTICIPATION
A Wessex Water van is parking near to the bottom of the railings at the front of Cherry Tree. Although this is not illegal it is causing problems for the elderly when trying to board and unboard various transport vehicles (patient ambulances etc). Clerk to let Community Support Officers know.

Hedge trimmings being dumped at start of field again. Dog fouling is an issue again. This has been put in the September Newsletter again. There is nothing that can be done unless people know who the owners are and then report them to the Dog Warden.

Drains in North Allington are becoming blocked again. Clerk to inform Highways and ask them to unblock rather than just washing the tops off.

Overgrown footpath near Simene Close. Clerk to inform Highways.

Recycling boxes and bags not put back properly by the Recycle collectors. Clerk to inform West Dorset District Council.

Weller Scaffolding lorries going far too fast through North Allington again. Clerk to inform Community Support Officers.

6. FINANCE REPORT
The account balance was read out to Councillors and as usual all books were on the table for any member of the public to read.

a) The balance of the ordinary account now stands at £4,530.83. The savings at £15,202.82. Money paid in is £3.91 in Interest on Current Account.

b) The following cheques was authorised by the council: Clerk's wages (for past month) £202, Clerks Homeworking Allowance £250, Xcalibre for renewal of Web £56.39, Xcalibre for Domain renewal £11.69, TMH Fencing for bench £405.38 Cheques signed since last meeting were cheque for clerks wages £202 and for C N Richards for grass cutting £536.89. Retrospective agreement for these was now sought. Proposed by Cllr. Lathey and Seconded by Cllr. Bowditch.

c) Budget proposal was tabled for all. There is no need to ask for a higher Precept than the £14,000 we asked for last year. Budget was approved by all. Proposed by Cllr. Lathey, Seconded by Cllr. Bowditch.

7. PLANNING APPLICATIONS
1/D/08/001175 - 93 Orchard Crescent (Adjoinging). - Erect Garage. Comments were needed before the meeting and it was felt that we should refuse it on the grounds that is has already been constructed. However, this has since been Approved.

1/D/08/001362 - Washingpool Farm - Erect Livestock Building Comments were needed before the meeting and it was felt that this should be agreed on the proviso that it remain for agricultural use ony.

1/D/08/001522 - Old Hospital Field, Park Road (Adjoining) - Erect phone mast Comments were needed before the meeting therefore the comments sent in were the ones that had previously been agreed when they submitted a Consultation Document.

1/D/08/001470 - Offices and showroom at Pymore Mills - Erect brass advertisement letters and lighting All agreed that comments should be that there were no objections subject to Listed Building Officers comments.

1/D/08/001622 - The Hermitage, Atrim Road - Erect single storey extension and porch There were no objection

8. CHERRY TREE PLAY AREA REFURBISHMENT
Two quotes had been received. One from Haggs at £11,631.00 and one from Wicksteed at £11,333.00. It was agreed to go with Wicksteed put to ensure that they would cover the cost of security fencing within their quote. Before we can proceed with this Clerk will apply for funding for 50% of the project cost from the Leisure Development Fund at West Dorset District Council. This may take a little while!

9. CHERRY TREE PLAY AREA REPORT
Mr McAllister was not present at the meeting but had informed his wife to let everyone know that all was fine.

10. WOODLAND TRUST PLAY AREA
Cllr. P. Bowditch said the play area itself was fine.

11. CORRESPONDENCE
Various which were all available to read.

12. DATE OF NEXT MEETING
The date of the next meeting is Tuesday 14 October at 7.30pm.
