Minutes of the meeting of Allington Parish Council held at Cherry Tree Communal Room, Bridport in 14 Aril 2009. The meeting commenced at 7.15pm which all agreed as the Annual Parish Meeting which proceeded it had finished earlier than expected.

PRESENT:
Cllr. M. Wrighton, Cllr. D. Hitt, Cllr. K. Hitt, Cllr. P. Bowditch, Cllr. I. Gay, 5 members of the public. Miss A Hull recorded the minutes 1. APOLOGIES Cllr. P. Lathey, Don McAllister (Cherry Tree Play Area Surpervisor)

2. TO RECEIVE DECLARATIONS OF MEMBERS INTERESTS
None.

3. MINUTES OF PREVIOUS MEETING
The Chairman asked if everyone had both received and read the minutes of the last meeting, if so, were they a true record. ALL AGREED that the minutes were a true record. The minutes were duly signed and dated.

4. MATTERS ARISING FROM THOSE MINUTES
Mead Lane causing a problem for pedestrians but as explained at the last meeting, this is now unable to be cut back until the end of the nesting season in August. Taxi parking in front of railings again. Trees at Longhayes Avenue have finally been cut back.

5. PUBLIC PARTICIPATION
It was suggested that there be a 'No Dogs' sign ont he entrance to the play area at Cherry Tree as dog muck has been found on several occassions. This is something that could be done when the refurbishment of the play area is sorted. All Councillors agreed this was a good idea. The 'Fragile Roof' sign that was near the garages in Cherry Tree has been taken down and thrown into a garden. Clerk to inform Magna Housing Association.

6. FINANCE REPORT
The account balance was read out to Councillors and as usual all books were on the table for any member of the public to read.
a) The balance of the ordinary account now stands at £3,172.88. The savings at £19,340.33. Money paid in is £0.29 in Interest on Current Account.
b) The following cheques were authorised by the council: Clerk's wages (for past month) £207, cheque for clerk's mileage for Jan-April £46.40, Woodland Trust for annuall rent £125, DAPTC subscription £206.26, Magna room rent £48
c) Clerk's Salary is reviewed annually. All agreed to put clerk's salary up by one more scale point which would mean paying her £212 per month instead of £207. Proposer: P Bowditch, Seconder: I. Gay.
d) Internal Audit had been undertaken and all was found to be in order. This was accepted and agreed by the Council. Proposer: I. Gay, Seconder: M. Wrighton.
e) Insurance was due at a new price of £628.18 which although is more than last year is still very competitive when compared with other Insurance companies. All agreed to stay with our current Insurers and therefore a cheque was issued and signed.

7. PLANNING APPLICATIONS
1/D/09/000466 - Home Farm Cottage, 145 North Allington (Adjoining Consultation) Exterior and Internal Alteration. No objections.

8. CHERRY TREE PLAY AREA REFURBISHMENT
Cllr. P. Lathey has met with Wicksteed on site and we are now awaiting a start date from them.

9. CHERRY TREE PLAY AREA REPORT
Mr McAllister was not present.

10. WOODLAND TRUST PLAY AREA
Cllr. P. Bowditch said all was fine.

11. CORRESPONDENCE
Various which were all available to read. One item of interest was a letter from a resident at Laurel Close who had noticed motorbikes using Cherry Lane, which is illegal. He suggested we put up some sort of barrier or sign to deter them and had offered to help with payment. Clerk had looked into this with the Rights of Way Team and although it was not possible to put up a barrier due to lots of red tape and reasons, a sign saying 'No Unauthorised Access' would be allowed. Clerk is following this up with the Rights of Way Team to see what they would want us to put up, if they would supply it, pay for it etc etc.

12. DATE OF NEXT MEETING
The date of the next meeting is Tuesday 12 May 2009 which will also be the Annual Meeting. Meeting closed at 7.57pm
