PRESENT:

1. APOLOGIES

2. ELECTION OF OFFICERS
a) CHAIRMAN - As there had been no applications received for Chairman, Mr. Lathey was asked to be re-elected for another term of office. Cllr. D. Hitt proposed Cllr. Lathey be re-elected as Chairman, Cllr. P. Bowditch seconded the proposal. ALL AGREED. Cllr. Lathey duly signed the Declaration of Office notice.
b) VICE CHAIRMAN - As no-one had come forward to be Vice Chairman for the following year, Cllr. Lathey asked Mrs Wrighton if she would be prepared to carry on for another year. Mrs Wrighton replied she would. Cllr. Bowditch proposed Mrs Wrighton be elected as Vice Chairman. Cllr. Gay seconded. Cllr. Wrighton duly signed the Declaration of Office notice.
Councillors in other roles agreed to carry these on for another year (Ancient Monuments Officer - Cllr. Lathey, Trees £ Footpaths Officer £ Woodland Trust Play Area Rep - Cllr. Bowdtich). Don McAllister was happy to carry on with his role as Cherry Tree Play Area Supervisor.
All Councillors signed the Declaration Of Office notice.
3. TO RECEIVE DECLARATIONS OF MEMBERS INTERESTS
Cllr. P. Lathey in item 8 Planning for Flaxhayes Paddock and Cllr. Wrighton in item 7c as request for donation from Dorset Blind Association.
4. MINUTES OF PREVIOUS MEETING
The Chairman asked if everyone had both received and read the minutes of last years annual meeting, if so, were they a true record. ALL AGREED. The minutes were duly signed and dated.
5. MATTERS ARISING
Overgrown conifers at Longhayes Avenue have now been cut back.
Mead Lane not able to be cut back until the nesting season has finished which is August.
6. PUBLIC PARTICIPATION
Trees down on path on Woodland Trust land (northern side of lower path). Clerk to inform them.
Weeds coming up through paths in Cherry Tree have been mown but need to be treated with weed killer. Clerk to inform Magna.
Motorcycles driving up and down Hospital road too fast. People who spot them need to inform the police.
Cars still parking badly in Hospital Lane - still awaiting a meeting with Highways to discuss issues.
Flaxhayes Paddock - Cllr. Lathey informed everybody that the proposed properties will have solar and heating panels to make them sustainable. They will be lifetime homes so, for example, if someone needs to be in a wheelchair then only minor adaptions to the home will be needed. The houses will look high but this is due to the slopes etc for wheelchairs and disabled users.
7. FINANCE REPORT
The account balance was read out to Councillors and as usual all books were on the table for any member of the public to read.
a) The first half of the precept (£7,000) has been received as well as £50.41 in interest on the Savings Account and 27p in Interest on the Current account, the balance of ordinary account now stands at £8,912.31. The savings at £19,390.74. Clerk asked the council if it was their wish to transfer any of the precept over to the savings account where the interest is greater. Cllr. Bowditch proposed that we transfer £4,000, Cllr. Gay seconded. ALL AGREED.
b) This item was on the agenda by mistake as the clerks salary had been reviewed at the last meeting.
c) The following S137 payment was authorised by the council: Life Education Dorset £250. This was proposed by Cllr. Lathey and seconded by Cllr. Gay. Victim Support £250. This was proposed by Cllr. Bowditch and seconded by Cllr. Gay. Dorset Blind Association £250. This was proposed by Cllr. Gay and seconded by Cllr. Lathey. The following S142 payment was authorised by the council: Citizens Advice Bureau £1,000. This was proposed by Cllr. Lathey and seconded by Cllr. D. Hitt.
d) Cheques for approval and signing were for £212 for Clerks wages , £9,141.14 for the first payment to Wicksteed for play equipment etc (the money for this would be transferred from the savings account to the current account so a cheque was possible), and the S137 and S142 donations agreed above.
8. PLANNING APPLICATIONS
1/D/09/000517 - Flaxhayes Paddock. Cllr. Lathey left the room. There were no objections.
9. UPDATE ON CHERRY TREE PLAY AREA
Work was progressing well although they were now at a standstill as awaiting the wet pour rubberised tarmac which can only be laid in good weather. There was some concern that they had not replaced the actual swing seats. Clerk to check.
10. CHERRY TREE PLAY AREA REPORT
Mr McAllister informed all that he is keeping an eye on the play area whilst the work is being undertaken. Despite there being security fencing, children are ignoring this and lifting it to go in and muck around. Don has ordered children out on several occasions.
11. WOODLAND TRUST PLAY AREA
Paul Bowditch reported that all was fine although he had picked up some smashed vodka bottles.
12. CORRESONDENCE
Various correspondence were tabled including a letter from Transition Town Bridport requesting support for their proposal to the Sustainable Communities Act panel.
13. DATE OF NEXT MEETING
The date of the next meeting will be 9 June 2009.
The Chairman thanked everyone for attending the meeting.
