Minutes of the meeting of Allington Parish Council held at Cherry Tree Communal Room, Bridport on 14 July 2009. The meeting commenced at 7.30pm.

PRESENT:
Cllr. P. Lathey, Cllr. M. Wrighton, Cllr. D. Hitt, Cllr. K. Hitt. Cllr. P. Bowditch, Don McAllister (Cherry Tree Play Area Surpervisor), County Councillor K Wallace, 4 members of the public. Miss A Hull recorded the minutes

1. APOLOGIES

2. TO RECEIVE DECLARATIONS OF MEMBERS INTERESTS Cllr. M. Wrighton in item 6c.

3. MINUTES OF PREVIOUS MEETING
The Chairman asked if everyone had both received and read the minutes of the last meeting, if so, were they a true record. ALL AGREED that the minutes were a true record. The minutes were duly signed and dated.

4. MATTERS ARISING FROM THOSE MINUTES
Don has sprayed WD40 on the sticking gate at Cherry Tree Play Area. Dog mess particularly bad at Flaxhayes down to Broadmead. Clerk to inform Bridport Town Council. Children still throwing stones. Also there are a few suspicious types of people hanging around who don't normally. Clerk to infomr Community Support Officers.

5. PUBLIC PARTICIPATION
24 Cherry Tree - dog messing in the back yard and owners hose it down but it then runs out onto the pavement where people walk. Clerk to inform Magna. Cllr. P. Lathey will also request a meeting with Stuart Martindale. Bin mess everwhere due to seagulls attacking them. Blankets dont seem to work. Clerk to write to Ian Doyle at Waste Management to suggest the use of secure wheelie bins. Fence in cul-de-sac at Cherry Tree is being destroyed by children. Cllr. P. Lathey to speak to Stuart Martindale. Grass verge on way up to hospital has still not been cut back. Clerk to inform Highways. Cherry tree branches coming down low onto pathway near builders compound. Cllr. P. Lathey to prune. Pushchair dumped in Cherry Lane - clerk to inform Waste Management.

6. FINANCE REPORT
The account balance was read out to Councillors and as usual all books were on the table for any member of the public to read.
a) No statement had been received for the current account at this point. The savings account stands at £14,390.74
b) The following cheques were authorised by the council: Clerk's wages (for past month) £212, Clerk's Annual Homeworking Allowance £250, Clerk's mileage as per paperwork tabled £31.60, Viking for stationery order £75.15, cheque to Nildram for £3.45
c) S137 Donation Request from Dorset Cruse Bereavement Care. After reading all the correspondence all councillors agreed that there should not be a donation to this charity as they had not proved with figures that they had helped people within Allington Parish, despite being asked for this information.

7. PLANNING APPLICATIONS
1/D/09/000703 - Rosebarton, Pymore Lane - GRANTED Enforcement Notice received for 3 Pond End, Pymore as they have put a trampoline, swings, wood pile, play house and sand pit on land that is only for agricultural use. All Councillors were in agreement that this was extremely petty and a waste of taxpayers money to actually issue this enforcement notice. The Chairman had visited the site and taken photos to show all the Councillors. It was agreed that the Clerk should write a letter to the Planning Dept outlining our above opinions.

8. CHERRY TREE PLAY AREA REFURBISHMENT
This is now complete following Wicksteed coming out to sort out a couple of issues. However, some children have messed up the soil which had been planted with grass seed and it was suggested that turf would be more appropriate so Clerk to liaise with our grass cutter C N Richards.

9. CHERRY TREE PLAY AREA REPORT
As above but Mr McAllister also informed the council that some of the children using the play area were making a lot of mess.

10. WOODLAND TRUST PLAY AREA
Cllr. P. Bowditch said all was fine although did point out that there are some dead trees near the pathways on Allington Hill which need sorting. Clerk to inform Woodland Trust.

11. CORRESPONDENCE
Various which were all available to read including information from Dorset County Council on their Lenthsman scheme. It was agreed that we should reply saying that parishes should not have to pay for a Lenthsman which is work DCC shoudl be doing themselves. It was suggested that people on Community Service could undertake these jobs.
