Minutes of the meeting of Allington Parish Council held at Cherry Tree Communal Room, Bridport on 10 November 2009. The meeting commenced at 7.30pm.

PRESENT:
Cllr. P. Lathey, Cllr. M. Wrighton, Cllr. D. Hitt, C..r. K. Hitt, Cllr. P. Bowditch, Cllr. I. Gay, 5 members of the public. Mrs A Stephenson recorded the minutes

1. APOLOGIES

2. TO RECEIVE DECLARATIONS OF MEMBERS INTERESTS
Cllr. P. Lathey and Cllr. I. Gay in item 7 - Planning - Swiss Cottage.

3. MINUTES OF PREVIOUS MEETING
The Chairman asked if everyone had both received and read the minutes of the last meeting, if so, were they a true record. ALL AGREED that the minutes were a true record. The minutes were duly signed and dated.

4. MATTERS ARISING FROM THOSE MINUTES
Letters have been received from Bridport Hospital and DCC regarding the speed of traffic along Hospital Lane, Bridport Hospital will inform all staff and drivers. DCC will put up a speed detection device to record the mean speed and amount of traffic. Cllr Lathey has spoken to Magna re various issues e.g. fence, litter, weeds, problem children. Magna have said they will visit the family concerned and have put in work order for the various jobs to be undertaken.

5. PUBLIC PARTICIPATION
County Councillor Karl Wallace raised the issue of Magna's elderly residency units which seem to be housing people much younger than they should be and some that are mentally ill or learning disabled. These places, such as Hibernia, were always meant for elderly residents. Worried this could happen in places within our parish such as the bungalows within Cherry Tree et. Cllr Wallace asked for our support in this to make Magna aware that they should be housing these people in places more appropriate. Cllr Wallace raised the issue of the speed of local traffic and is proposing a 20mph limit around such area that require it e.g. Bothenhampton, West Bay, various estates. Allington Parish Council felt that they would support a proposal for a 20mph spped limit around the housing estates. Cllr Wallace raised the issue of trying to get the central white lines along the coast road re-instated. Chairman gave permission for people to sign at the end of the meeting if they so wished. Cllr Wallace said the reported issue of Dorset County Hospital saying they will lose the oncology dept, SCUBU and Maternity is untrue and has been wound up by the local press. Jobs will be lost but this is due to overspend. Verge still awaiting to be properly cut back in Hospital Lane. Bus Shelter needs repairing as some of the boards have been kicked out. Cllr Lathey and Cllr Gay will repair this.

6. FINANCE REPORT
The account balance was read out to Councillors and as usual all books were on the table for any member of the public to read.
a) The Current Account stands at £9,447.15 The savings account stands at £10,503.78Money in is 30p in Interest on Current account
b) The following cheques were authorised by the council: Clerk's wages (for past month) £214
c) The Internal Audit had been undertaken and was presented to all. All agreed to accept it as it stood.
d) Precept for 2010/2011 was discussed and as agreed at the budget meeting it was felt that £12,500 would be suffucuebt and would show residents that the precept can go down as well as up. This was proposed by Cllr. Bowditch and seconded by Cllr. D. Hitt.

7. PLANNING APPLICATIONS
1/D/09/001130 - 3 Pond End, Pymore - REFUSED
1/D/09/001329 - 26 Cherry Tree - GRANTED
TP/09/00273 - 32 West Mead - PART GRANTED, PART REFUSED
1/D/09/001552 - Swiss Cottage, Hillview Estate - Adjoining consultation. Comments were needed on this before the meeting and as there were too many councillors that would have to declare an interest it was felt it best to not comment and leave the decision to the Town Council.

8. CHERRY TREE PLAY AREA REPORT
Don was not present but had reported that all was fine.

9. WOODLAND TRUST PLAY AREA
Cllr. P. Bowditch said all was fine but that the gateway could do with some bark chippings around it. Cllr. P. Lathey to sort this out.

10. CORRESPONDENCE
Various which were all available to read.
