Minutes of the annual meeting of Allington Parish Council held at Cherry Tree Communal Room, Allington on 13 April 2010. The meeting commenced at 7.30pm.

PRESENT:
Cllr. P. Lathey, Cllrs. M.A. Wrighton (Vice-Chairman), D. Hitt, P. Bowditch, I. Gay, 5 members of the public. Mrs A Stephenson recorded the minutes.

1. APOLOGIES

2. MINUTES OF PREVIOUS MEETING
The Chairman asked if everyone had both received and read the minutes of the last meeting, if so, were they a true record. ALL AGREED. The minutes were duly signed and dated.

3. MATTERS ARISING FROM THOSE MINUTES
None

4. CHAIRMAN'S REPORT
This was read out on behalf of Chairman P Lathey who was unable to attend. This year has been yet another busy year with various projects moving at a pace. We are now seeing the Flaxhayes project moving to the build stage with the roads going in and the footings being dug, this has taken a lot of hard work and discussion. This project will also include a bridge over the river for foot and cycle traffic. This will aid all of the main estates with travel to school with the aim being to cut down on the use of car travel to school. We have also seen a number of planning applications that have needed careful consideration. We have also been working with Magna Housing Association officers on various problems around our estates. Some have taken longer than others and even at times things were not openly seen to be moving, however this was not always the case as lots of background work was being carried out to move things forward. The Clerk was thanked for her work during the past year. It is felt that the past year has been a year we can all be proud of and I hope that we can continue this throughout the coming year.

1. APOLOGIES

2. TO RECEIVE DECLARATIONS OF MEMBERS INTERESTS
There were none.

3. MINUTES OF PREVIOUS MEETING
All agreed that the minutes from the previous month were a true record. The minutes were duly signed and dated.

4. MATTERS ARISING FROM THOSE MINUTES
Cllr. Lathey has met with Stuart Martindale from Magna and he has confirmed that they have set up a contract with the tenants at 28 Cherry Tree to tell them what they have to do, which inludes the garden. The tenants wish to relinquish the garden. Their neighbour, Mark Coleman, expressed an interest in taking the garden over. Cllr. Lathey is hoping to meet with Stuart Martindale again and will put this request to him. Magna were meant to repair the fence within 4 weeks but 4 weeks have been and gone so Cllr. Lathey and Clerk to chase up. Magna had told Cllr. Lathey that they would sort out the problem with the dog mess at No. 24 Cherry Tree but this problem is still ongoing. Cllr. Lathey and Clerk to chase with Magna.

5. PUBLIC PARTICIPATION
Rats have been seen coming out of manhole cover in front of 33 Cherry Tree. Clerk to check with owner as to who's responsibility it is (Owner or Wessex Water) and then also speak to Environmental Health. Manhole opposite the bus shelter in Hospital Lane has cement and tarmac lifting around cover. Clerk to speak to Highways. Drain still blocked opposite the same bus shelter - Clerk to speak to Highways. Huge pot hole in road at entrance to Parsons road. Clerk to speak to Highways.

6. FINANCE REPORT
The account balance was read out to Councillors and as usual all books were on the table for any member of the public to read. a) The Current Account stands at £7,020.47 The savings account stands at £10,503.78 Money in is 57p in Interest on Current account.
b) A review of Clerk's salary was discussed in line with the NALC salary scale. It was proposed by Cllr. Gay and seconded by Cllr. Hitt that the Clerk's salary go up on scale point which would mean £222 a month instead of £214
b) The following cheques were authorised by the council: Clerk's wages (for past month) £214, Clerk's mileage as per paperwork tabled £24, cheque for reimnbursement of Clerk's hard drive £49.99, Woodland Trust rent for Coopers Wood £125, Community First for insurance £669.70

7. PLANNING APPLICATIONS
1/D/09/001932 - Crepe Farm, Symondsbury (adjoining) - variation of condition of a former planning proposal to allow use for industrial units. No objections provided these do not become retail units.
1/D/10/000416 - Crepe Farm, Symondsbury (adjoining) - Change of use from office and agricultural store to mixed use as restaurant and retail outlet together with esternal alterations. Concerns were raised due to the proposed retail units on this site.
1/D/10/000417 - Crepe Farm, Symondsbury (adjoining) - Change of use from agricultural barns to light industrial units. Modification to junction between access track and public highway. This relates to the previous planning application and serious concerns were raised about Highways issues with the junction.
1/D/10/-000505 - 1 The Walled Garden, West Mead - First floor extension No comments provided all materials match existing
1/D/10/00088 - 18 West Mead - To fell one yew tree Councillors were not happy about the removal of the tree as the trees were part of the land before the houses were built.
1/D/10/000579 - 222 North Allington (adjoining) - 3 new windows and door. Internal alterations. No cobjections.

8. CHERRY TREE PLAY AREA REPORT
Don was not present but had commented that all was fine.

9. WOODLAND TRUST PLAY AREA
Cllr. P. Bowditch said all was fine.

Various which were available to read.

11. DATE OF NEXT MEETING
The date of the next meeting is Tuesday 11th May 2010 which will be the Annual General Meeting
